Targets met nationally, missed locally
A project can report seventy per cent Ugandan employment and be the single largest source of grievance in the districts it crosses. Both facts are usually true at once, and they are not in tension: the workforce is Ugandan and recruited from the capital or from the contractor's previous project, while the parishes losing land to the corridor supply almost nobody.
The fix is disaggregation. Report employment by district and by affected parish, not by nationality, and set the community target separately from the national one. A single aggregate figure is precisely the instrument that allows this failure to persist while being reported as success.
Local capacity is a thing you build, not a reason
"Local suppliers cannot meet our standards" is the standing explanation for unmet procurement targets, and it is often true as a description of the present. It becomes an excuse when nothing in the plan is designed to change it.
Prequalification support, feedback to unsuccessful bidders, contract packages sized for a small firm, and — most consequentially — payment terms a small supplier can survive. A contract that says thirty days and pays at a hundred and twenty does not merely fail its target; it removes local capacity from the market for the next project too.
Reporting that reconciles to something
Content figures are typically compiled in a spreadsheet maintained by the party being assessed, from sources nobody outside that party can see. They are then reported to the employer and the lender, who have no means of testing them.
State in the plan which underlying registers the figures come from — payroll for employment, accounts payable for procurement — and who may audit them. A number that reconciles to payroll is a fact. A number that reconciles to another spreadsheet is a claim.
Questions
- What is the difference between national content and community content?
- National content is participation by Ugandan firms and workers generally. Community content is participation by people and businesses from the parishes the project actually affects. They are different obligations with different failure modes, and conflating them produces the most common outcome in this area: national targets comfortably met while the affected communities — who bear the disruption — get nothing.
- How should 'community' be defined?
- By geography and by evidence, agreed before recruitment starts. Which parishes count, and what document establishes residence. Defining it after a dispute has arisen guarantees a definition that ratifies whatever already happened, and it will be read that way by everyone who lost out.
- Why does recruitment at the gate cause problems?
- It is unrecordable, so targets cannot be evidenced, and it is captured by whoever controls the gate — a foreman, a local broker, sometimes a payment. The result is real local employment that produces no auditable record and considerable local grievance about who was chosen. Advertise locally, screen against stated criteria, record the decision.
- What is a fronting arrangement and how is it detected?
- A joint venture that satisfies the ownership paperwork while the local partner performs no work and carries no risk. It is detected by a substance test rather than a document check: what scope does the local partner deliver, what staff does it employ on the project, what does it stand to lose if the work is defective? Plans that require a JV without a substance test are requiring a certificate.
- Can CSR spending count toward compensation obligations?
- No, and the plan should say so explicitly. Compensation and resettlement entitlements are obligations owed to identified people; CSR is discretionary spending for the community at large. The failure this prevents is real and recurrent: a borehole delivered as CSR later counted against a household's entitlement, which extinguishes an obligation with a gift the household never agreed to.
