The chain of custody is the plan
Almost every waste plan describes segregation well and disposal badly. Segregation is visible on site, easy to photograph and easy to audit. What happens after a licensed handler drives away is visible to nobody, and that is precisely where the environmental harm and the reputational exposure sit.
Build the plan around the returning confirmation rather than the outgoing note. Every consignment leaves under a transfer note; every transfer note is closed by a disposal confirmation from a licensed facility; unclosed notes are a tracked, ageing list that somebody owns. That single discipline distinguishes a project that can evidence lawful disposal from one that can evidence lawful collection.
Streams that arrive with subcontractors
The waste inventory is usually drafted from the ESIA, which was written before the subcontractors were known. A specialist piling crew, a bridge-bearing installer or a line-marking contractor each bring streams the inventory never anticipated — bentonite slurry, two-part epoxies, solvent-based paints — along with their own habits for dealing with them.
Revisit the inventory at each subcontractor mobilisation, and make the waste clauses part of what is flowed down. An inventory frozen at ESIA stage describes a project that no longer exists.
Storage failures are geography, not policy
Used oil on bare ground inside a watercourse buffer is rarely the result of a permissive policy. It is the result of a hazardous store sited for the convenience of the workshop, a spill kit held centrally hours from the refuelling point, and bunding sized for the drums originally expected rather than the drums now present.
Specify locations and capacities in the plan, and inspect against them. A policy statement that hazardous waste "will be stored appropriately" cannot fail an inspection, which is another way of saying it cannot pass one either.
Questions
- What makes waste 'hazardous' on a construction project?
- The usual streams are used oil and filters, contaminated rags and soil, batteries, solvents and paints, aerosols, clinical waste from the site clinic, and asbestos where demolition is involved. The classification matters because it changes storage, transport and disposal requirements entirely — and because the streams most often missed are the ones that arrive with subcontractors rather than appearing in the ESIA's inventory.
- Is a waste transfer note enough evidence of proper disposal?
- No. A transfer note evidences that waste left your gate. Proper disposal is evidenced by a confirmation returning from a licensed facility. A chain of custody that ends at the point of collection is the most common gap in this plan, and it is the one that leaves a project exposed when waste is later found fly-tipped with its labels intact.
- Can waste be burned on site?
- Open burning of mixed or hazardous waste should be explicitly prohibited in the plan, and the prohibition matters most when disposal logistics fail — which is when burning starts. Any permitted on-site treatment should be named specifically, with the conditions attached; anything not named is not permitted.
- Where do most segregation systems fail?
- At the work front. Segregation is designed for the camp, where it is visible to visitors, and absent at the excavation two kilometres away where the waste is actually generated. Receptacles have to be sized and placed against real generation rates, not against the site plan.
- What should decommissioning require?
- Clearance of stores, removal of contaminated material, and verification that the site is fit for its subsequent use — with a certificate. Buried waste that surfaces after demobilisation is both a real environmental harm and a liability that returns to the employer, because the contractor is gone.
